A personal note: While Graham was CSSS Student Council President, Bruce was Chairman of the Student Senate, a body with no power or mandate. While Graham was Mayor of North Cowichan, Bruce was President of the Maple Bay Ratepayers’ Association, a body with no power or mandate.
